North Carolina Utilities Commission Approves PSNC Energy’s Conservation Programs

Gastonia, N.C., March 20, 2009 … PSNC Energy, a subsidiary of SCANA Corporation (NYSE: SCG) announced today that the North Carolina Utilities Commission has approved the company’s four conservation programs: a rebate program for customers who replace existing natural gas appliances with more efficient natural gas equipment; an in-home energy audit program; discount rates for homes and businesses that meet certain energy efficiency standards; and a conservation education program designed for elementary students.

“Our customers have consistently demonstrated their interest in conserving energy,” said PSNC Energy President and Chief Operating Officer Rusty Harris. “With these programs in place, we can now better support their efforts.”

As part of the company’s 2008 rate case order issued by the North Carolina Utilities Commission, PSNC Energy is allowed to recover $750,000 of expenditures incurred from implementing its conservation initiatives.

PSNC Energy plans to begin offering its rebate program later this spring and will roll out the energy audit and conservation education programs this coming fall. The discount rates take effect immediately.

Conservation Programs
High Efficiency Discount Rates: Discount rates will be available to qualifying residential and commercial customers. Each discount rate will offer a $0.05 discount per therm off the otherwise applicable billing rate. Rate Schedule 102 is for the residential customer whose home meets the U.S. Department of Energy/Environmental Protection Agency’s ENERGY STAR® home certification standards. Rate Schedule 127 is for any commercial customer whose building meets the U.S. Green Building Council’s Leadership in Energy and Environmental Design (LEED) certification.
In Home Energy Audit: This program will be offered to residential customers whose homes have natural gas heat or natural gas water heat and were built before April 15, 1993. There is a $25 fee for this service, and customers may choose to apply it towards the purchase of any weatherization materials and equipment from PSNC Energy if an audit recommends remediation measures.

Energy Efficient Equipment Rebate: This program will provide rebates to residential and commercial customers who purchase qualifying energy efficient heating or water heating equipment to replace existing natural gas-fired equipment.

Conservation Education: This program is designed to introduce elementary students to the uses of natural gas and the benefits of conservation and energy efficiency.
