PSNC Energy offers a gas transportation service as a money-saving option to our customers who qualify for service under Sales Rate 145 and 150. Qualifying Sales Rate 145 (Large General Service) customers receive firm (non-interrupted) transportation service under Transportation Rate 175. Qualifying Sales Rate 150 (Large Interruptible Commercial and Industrial) customers receive interruptible transportation service under Transportation Rate 180.
How to Activate Service
As a transportation customer, you can make arrangements to purchase gas and transport it to PSNC Energy for your own account(s) or contract with an approved PSNC Energy shipper to make your arrangements subject to the tariff, rules and regulations and operating procedures established by PSNC Energy. An Approved Shipper List is available online that shows all currently authorized shippers and contact information to assist you in identifying a transporter. Contracting With A Shipper / Customer Authorization Form
If your company chooses to contract with a shipper to arrange transportation, you must complete our Customer Authorization Form. If your company information changes, such as contact names, shipper selection or account information, we ask that you submit a revised form. Completed forms should be returned to PSNC Energy's Transportation and Administration Department, Fax 704-834-6555, by the required nomination deadline. Customer Billing and Balancing
The shipper bills the Customer for the cost of the Gas and transportation fees to move the Gas to PSNC Energy's system. PSNC Energy provides all shippers with the actual quantities of Gas consumed by their Customers, and the shippers use the actual quantities for billing. PSNC Energy bills the Customer for transportation service on our system. All Gas consumed by a Customer during any month that the Customer is transporting is billed by PSNC Energy at the Customer's applicable transportation rate. The only exception involves Gas quantities consumed by Interruptible Rate 150 Accounts during periods of requested curtailment.
To Qualify as a PSNC Energy Shipper
If you wish to act as a shipper for delivering gas supplies into the PSNC Energy system, please complete and deliver two original Transportation Pooling Agreements to the Transportation & Administration department of PSNC Energy. For further information e-mail or call Tina Thombs at 704-834-6338.
Nomination Schedule - The shipper must submit nominations for each month's transportation to PSNC Energy in writing on or before the deadlines indicated on the Transportation Nomination Schedule (PDF,33KB).
[PSNC Energy must receive a completed Authorization Form from the Customer before a shipper can nominate Gas for that Customer's Account(s).] Nominations should include the following:
- Shipper's legal name and pipeline contract number
- Quantity (Daily MMBtu) delivered to PSNC Energy
- List to include the names of all PSNC Energy Customers to be served by Shipper and the corresponding PSNC Energy Account number(s)
- Effective date of transportation service.
Transportation balancing must adhere to PSNC Energy's Transportation Pooling Agreement. PSNC Energy provides all shippers with the actual quantities of Gas consumed by their Customers, and the shippers will then use the actual quantities for billing. PSNC Energy bills the Customer for transportation service on our system. Nomination revisions due to imbalances are subject to review and approval by PSNC Energy's Director of Gas Control. It is the shipper's responsibility to monitor the status of the Customer's transportation Gas and to keep the Customer apprised of any problems, interruptions, revisions, etc.
